Perugia. Amanda Knox is due to fly home to the US after her conviction for the murder of Meredith Kercher was overturned.

Miss Knox, 24, and her former boyfriend Raffaele Sollecito were released from prison on Monday night after the acquittals. The American, who wept with relief in court when the verdict was read out, will now fly home from Rome to the US. She had been serving a 26-year sentence and Sollecito 25 years for the murder of Meredith, a British student, in Perugia in November 2007. The 21-year-old was discovered semi-naked with her throat cut in her bedroom of the house she shared with Miss Knox.

Her parents, Curt Knox and Edda Mellas, who have regularly travelled from their home in Seattle to Italy to visit her over the past four years, hugged their lawyers and cried with joy. Speaking outside court soon after the judgment, Miss Knox's family said the "nightmare was over". Her sister Deanna Knox said she was "thankful", adding: "(Amanda) has suffered for four years for a crime that she did not commit."

But some of the hundreds of observers gathered outside shouted "Shame, shame!" when they heard the verdict. One bystander shouted: "Run off back to America on your private jet."

Miss Knox, 24, who has been in prison since November 2007, was found guilty of the murder of 21-year-old Miss Kercher two years later, despite protesting her innocence. Although she has been acquitted of murder, the judge Claudio Pratillo Hellman upheld her conviction on a charge of slander for accusing bar owner Diya "Patrick" Lumumba of carrying out the killing. She was given a three-year prison sentence, all of which she has already served. Miss Knox was told she must pay 22,000 euros (£18,792) in compensation to Mr Lumumba. Mr Sollecito, 27, Miss Knox's Italian ex-boyfriend, had been serving a 25-year jail sentence over the killing of Miss Kercher.

The court decision means Miss Knox will now almost certainly strike a $1m deal with an American TV network as all the main stations have been frantically trying to secure rights to her first interview. In Seattle, about a dozen Knox supporters were overjoyed that she has been cleared of the murder conviction. At a hotel where they watched the court proceedings on TV, they shouted: "She's free!" and "We did it!". Meanwhile, Miss Kercher's mother Arline did not show a great deal of emotion.

She remained seated in the courtroom with her other children Lyle and Stephanie, who comforted each other. Miss Knox was acquitted "for not committing the act", the judge said, adding the evidence was not reliable, as he read out the ruling after 11 hours of jury deliberations. Although Miss Knox, her family and friends will be delighted with the decision of the judge and his jury of five women and one man, it means the heartbroken Kercher family still have no clear picture of what happened to their daughter. Key to the latest verdict was an independent court ordered report into hotly disputed DNA evidence.

Two forensic professors from Rome's La Sapienza University Carla Vecchiotti and Stefano Conti had poured scorn on the original police forensic investigation of the crime scene, producing a damning conclusion of techniques and methods used. Key to the case was a 30cm kitchen knife retrieved in Mr Sollecito's flat and on which the original trial heard was found DNA from Miss Kercher on the blade and that of Miss Knox on the handle. Prosecutors confusingly said it was "not incompatible" with the murder weapon - which has never been found - while defence teams argued it was too big to have caused the wounds on Miss Kercher's throat. In addition the report also said that no blood was found on it and the DNA of Miss Kercher was so low is should be ruled inadmissible - in fact there was such a small amount it could not even be re-tested.

Wikipedia. The Day of German Unity (German: Tag der Deutschen Einheit) is the national day of Germany, celebrated on 3 October as a public holiday. It commemorates the anniversary of German reunification in 1990, when the goal of a unity of Germany that originated in the middle of the 19th century, was fulfilled. Therefore, the name addresses neither the re-union or union but the unity of Germany.

Before reunification, in West Germany the "Day of german Unity" (Tag der deutschen Einheit, without capital D) was 17 June, remembering the failed Uprising of 1953 in East Germany against the Stalinist government. The revolt was crushed with Soviet aid; the exact number of fatalities is unknown, but estimated at somewhere above 100. In East Germany, the national holiday was 7 October, the "Day of the Republic" (Tag der Republik), commemorating the founding of the German Democratic Republic in 1949.

An alternative choice to commemorate the reunification could have been the day the Berlin Wall came down—November 9, 1989, which coincided with the anniversary of the proclamation of the German Republic in 1918 and the defeat of Hitler's first coup in 1923. However, 9 November was also the anniversary of the first large-scale Nazi-led pogroms against Jews in 1938 (Kristallnacht), so the day was considered inappropriate as a national holiday. Therefore, 3 October 1990, the day of formal reunification, was chosen instead.

The European Day of Languages is 26 September, as proclaimed by the Council of Europe on 6 December 2001, at the end of the European Year of Languages (2001), which had been jointly organised by the Council of Europe and the European Union. Its aim is to encourage language learning across Europe.

Objektivi - Objectives

The general objectives of the European Day of Languages are to:

-alert the public to the importance of language learning and diversify the range of languages learned in order to increase plurilingualism and intercultural understanding;

-promote the rich linguistic and cultural diversity of Europe;

-encourage lifelong language learning in and out of school.

In keeping with these aims, people, young and old, are encouraged to take up a language, or take special pride in their existing language skills. Also, those responsible for providing access to language learning are encouraged to make it easier for people to learn a range of languages, and to support policy initiatives to promote languages. There is also emphasis on learning a language other than English.

On the occasion of the day, a range of events are organised across Europe, including happenings for children, television and radio programmes, language classes and conferences. The events are not organised by the Council of Europe or the European Union nor do they allocate special funding (i.e. apart from their existing language programmes) for the day. Member states and potential partners are given a free hand to organise activities. To coordinate the activities organised at national level, the Council of Europe asks participating countries to nominate "National Relay Persons" for the day. The national relay in the UK is CILT, the National Centre for Languages.

Paul Cézanne (French pronunciation: [pɔl seˈzan]; 19 January 1839 – 22 October 1906) was a French artist and Post-Impressionist painter whose work laid the foundations of the transition from the 19th century conception of artistic endeavor to a new and radically different world of art in the 20th century. Cézanne can be said to form the bridge between late 19th century Impressionism and the early 20th century's new line of artistic enquiry, Cubism. The line attributed to both Matisse and Picasso that Cézanne "is the father of us all" cannot be easily dismissed.

Cézanne's work demonstrates a mastery of design, colour, tone, composition and draftsmanship. His often repetitive, sensitive and exploratory brushstrokes are highly characteristic and clearly recognizable. He used planes of colour and small brushstrokes that build up to form complex fields, at once both a direct expression of the sensations of the observing eye and an abstraction from observed nature. The paintings convey Cézanne's intense study of his subjects, a searching gaze and a dogged struggle to deal with the complexity of human visual perception.

Estonian euro coins feature a single design for all eight coins. This is a design by Lembit Lõhmus and features a silhouette map of Estonia together with the word Eesti (Estonia) and twelve stars, symbolic of the EU, surrounding the map. This was the winning design in a public vote of ten announced in December 2004.

Estonian euro coins entered circulation on 1st January 2011. Estonia is the fifth of ten states that joined the EU in 2004, and the first ex-Soviet republic, to join the eurozone. Of the ten new member states, Estonia was the first to unveil its design. It originally planned to adopt the euro on 1 January 2007; however, it did not formally apply when Slovenia did, and officially changed its target date to 1 January 2008, and later, to 1 January 2011.

On 12 May 2010 the European Commission announced that Estonia had met all criteria to join the eurozone. On 8 June 2010, the EU finance ministers decided in Luxembourg that Estonia would join the euro on 1 January 2011. On 13 July 2010, Estonia received the final approval from the ECOFIN to adopt the euro as from 1 January 2011. On the same date the exchange rate at which the kroon would be exchanged for the euro (€1 = 15.6466 krooni) was also announced. On 20 July 2010, mass production of Estonian euro coins began in the mint of Finland.

GERMAN 2010 GROWTH FASTEST SINCE REUNIFICATION

Berlin. Germany’s economy rebounded last year at its fastest pace since reunification two decades ago.

However consumer spending stayed modest with just a 0.5 percent increase which was disappointing news for the region’s struggling economies hoping to boost their exports to Germany.

Gross domestic product grew by 3.6 percent – bouncing back from a 4.7 percent slump in 2009.

Economy Minister Rainer Bruederle said: “We grew twice as fast as the European Union average,” adding the figures show “people are rightly looking optimistically into the future.”

The Deputy Finance Minister Steffen Kampeter said that Germany’s success should show the euro zone that tight policy can help growth.

The heart-rending story of three-year-old Lana Ameen has once again raised the issue of whether flu jabs should be available for healthy under-fives.

She fell ill with swine flu on Christmas Eve and died of multiple organ failure in Alder Hey Hospital, Liverpool, on Boxing Day. She had no previous health issues.

Her parents, a doctor and a nurse, released photos of her in intensive care, just hours before her death, in a bid to persuade ministers to change the policy on vaccination to allow all children to be immunised.

TEL AVIV. Israel's ambassador to the US has compared the deadly raid on the Gaza aid flotilla with America's battles against the Germans in World War Two.

In an interview with Sky's American sister station Fox News, Michael Oren described the operation, in which at least nine people died, as "perfectly legal, perfectly humane - and very responsible".

"Israel has to make some hard choices sometimes," he stressed, "We live in a rough neighbourhood."

When questioned about the global condemnation of the violence and accusations of "state-sponsored piracy on the open seas", he denied there had been any breach of international law in raiding the ships.

"Israel acted in accord with international law," he said.

"Any state has the right to protect itself, certainly from a terrorist threat such as Hamas, including on the open seas.

The outlook for Northern Ireland is most uncertain. Glasgow Airport and Newcastle International Airport said they were to reopen for certain flights at 0700 BST. Flights from Newcastle are expected to head to Aberdeen and the Isle of Man. And the first flights out of Glasgow are going to Stornoway and Islay, while the first international flight is expected to depart at midday going to Reykjavik, in Iceland. Nats, which is due to report again at 0900 BST, has said more airspace over England was expected to become available from 1300 BST, although not as far south as London's main airports.

Smolensku. Polish president Lech Kaczynski and other senior officials are among dozens of people killed when their plane crashed in western Russia.

Officials said there were no survivors when the jet crashed as it approached Smolensk airport.

Russia's Emergency Ministry said there were 96 dead - 88 of them members of a Polish state delegation to the nearby Katyn forest, scene of a Polish massacre during WW2.

"Nothing like this has ever happened in Poland," Paszkowski said. "We can assume with great certainty that all persons on board have been killed."

A week of mourning has been declared in Poland and the Queen and other world leaders have sent tributes.

Russian TV broadcast footage showing the plane's wreckage scattered in a forest with parts of it still on fire.

"It clipped the tops of the trees, crashed down and broke into pieces," the governor of the Smolensk region, Sergei Antufiev, told Russia-24 television news network.

Wikipedia. Ludovic Lazarus Zamenhof (pronounced /ˈzɑːmɨnhɒf/ in English; born Eliezer Levi Samenhof, December 15, 1859 – April 14, 1917) was an ophthalmologist, philologist, and the inventor of Esperanto, a constructed language designed for international communication.

Cultural background
Zamenhof was born on December 15, 1859 in the town of Białystok in Poland (then part of the Russian Empire). He considered his native language to be his father's Russian (or perhaps Belarusian, which was not considered distinct from Russian at the time and which appears to have had a strong influence on Esperanto phonology), but also spoke his mother's Yiddish natively; as he grew older, he spoke more Polish, and that became the native language of his children. His father was a teacher of German, and he also spoke that language fluently, though not as comfortably as Yiddish. Later he learned French, Latin, Greek, Hebrew, and English, and had an interest in Italian, Spanish and Lithuanian.

In addition to the Yiddish-speaking Jewish majority, the population of Białystok was made up of three other ethnic groups: Poles, Germans, and Belarusians. Zamenhof was saddened and frustrated by the many quarrels between these groups. He supposed that the main reason for the hate and prejudice lay in mutual misunderstanding, caused by the lack of one common language that would play the role of a neutral communication tool between people of different ethnic and linguistic backgrounds.

Work for an international language
As a student at secondary school in Warsaw, Zamenhof made attempts to create some kind of international language with a grammar that was very rich, but also very complex. When he later studied English, he decided that the international language must have a simpler grammar. Apart from his parents' native languages Russian and Yiddish and his adopted language Polish, his lingustics attempts were also aided by his mastering of German, a good passive understanding of Latin, Hebrew and French, and a basic knowledge of Greek, English and Italian.

By 1878, his project Lingwe uniwersala was almost finished. However, Zamenhof was too young then to publish his work. Soon after graduation from school he began to study medicine, first in Moscow, and later in Warsaw. In 1885, Zamenhof graduated from a university and began his practice as a doctor in Veisiejai and since 1886 as an ophthalmologist in Płock and Vienna. While healing people there he continued to work on his project of the international language.

For two years he tried to raise funds to publish a booklet describing the language until he received the financial help from his future wife's father. In 1887, the book titled as "Lingvo internacia. Antaŭparolo kaj plena lernolibro" (International Language. Foreword And Complete Textbook) was published under the pseudonym "Doktoro Esperanto," or "Doctor Hopeful," from which the name of the language derives. For Zamenhof this language, far from being merely a communication tool, was a way of promoting the peaceful coexistence of different people and cultures.

ON TODAY'S CONFLICTS

A decade into a new century, (the) old architecture is buckling under the weight of new threats. The world may no longer shudder at the prospect of war between two nuclear superpowers, but proliferation may increase the risk of catastrophe. Terrorism has long been a tactic, but modern technology allows a few small men with outsized rage to murder innocents on a horrific scale.

Moreover, wars between nations have increasingly given way to wars within nations. The resurgence of ethnic or sectarian conflicts; the growth of secessionist movements, insurgencies, and failed states; have increasingly trapped civilians in unending chaos. In today's wars, many more civilians are killed than soldiers; the seeds of future conflict are sewn, economies are wrecked, civil societies torn asunder, refugees amassed, and children scarred.

IN JUSTIFICATION OF MILITARY ACTION

I face the world as it is, and cannot stand idle in the face of threats to the American people.

. . . A non-violent movement could not have halted Hitler's armies. Negotiations cannot convince al-Qaida's leaders to lay down their arms. To say that force is sometimes necessary is not a call to cynicism _V it is a recognition of history; the imperfections of man and the limits of reason.

I raise this point because in many countries there is a deep ambivalence about military action today, no matter the cause. At times, this is joined by a reflexive suspicion of America, the world's sole military superpower.

Yet the world must remember that it was not simply international institutions _V not just treaties and declarations _V that brought stability to a post-World War II world. Whatever mistakes we have made, the plain fact is this: the United States of America has helped underwrite global security for more than six decades with the blood of our citizens and the strength of our arms.

. . . So yes, the instruments of war do have a role to play in preserving the peace. And yet this truth must coexist with another _V that no matter how justified, war promises human tragedy. The soldier's courage and sacrifice is full of glory, expressing devotion to country, to cause and to comrades in arms. But war itself is never glorious, and we must never trumpet it as such.

ON RULES OF ENGAGEMENT

I believe that all nations _V strong and weak alike _V must adhere to standards that govern the use of force.

. . . Furthermore, America cannot insist that others follow the rules of the road if we refuse to follow them ourselves. For when we don't, our action can appear arbitrary, and undercut the legitimacy of future intervention _V no matter how justified.

. . . I believe that force can be justified on humanitarian grounds, as it was in the Balkans, or in other places that have been scarred by war. Inaction tears at our conscience and can lead to more costly intervention later. That is why all responsible nations must embrace the role that militaries with a clear mandate can play to keep the peace.

ON AMERICA'S ROLE AND NATO

America's commitment to global security will never waiver. But in a world in which threats are more diffuse, and missions more complex, America cannot act alone. This is true in Afghanistan. This is true in failed states like Somalia, where terrorism and piracy is joined by famine and human suffering. And sadly, it will continue to be true in unstable regions for years to come.

The leaders and soldiers of NATO countries _V and other friends and allies _V demonstrate this truth through the capacity and courage they have shown in Afghanistan. But in many countries, there is a disconnect between the efforts of those who serve and the ambivalence of the broader public. I understand why war is not popular. But I also know this: the belief that peace is desirable is rarely enough to achieve it. Peace requires responsibility. Peace entails sacrifice. That is why NATO continues to be indispensable. That is why we must strengthen UN and regional peacekeeping, and not leave the task to a few countries.

ON THE ROLE OF SANCTIONS

Sanctions must exact a real price. Intransigence must be met with increased pressure _V and such pressure exists only when the world stands together as one.

ON NUCLEAR DISARMAMENT

I am committed to upholding this treaty. It is a centerpiece of my foreign policy. And I am working with President Medvedev to reduce America and Russia's nuclear stockpiles.

ON IRAN AND NORTH KOREA

it is also incumbent upon all of us to insist that nations like Iran and North Korea do not game the system. Those who claim to respect international law cannot avert their eyes when those laws are flouted. Those who care for their own security cannot ignore the danger of an arms race in the Middle East or East Asia. Those who seek peace cannot stand idly by as nations arm themselves for nuclear war.

ON DARFUR, CONGO, MYANMAR

The same principle applies to those who violate international law by brutalizing their own people. When there is genocide in Darfur; systematic rape in Congo; or repression in Burma _V there must be consequences. And the closer we stand together, the less likely we will be faced with the choice between armed intervention and complicity in oppression.

ON HUMAN RIGHTS

America will always be a voice for those aspirations that are universal. We will bear witness to the quiet dignity of reformers like Aung Sang Suu Kyi; to the bravery of Zimbabweans who cast their ballots in the face of beatings; to the hundreds of thousands who have marched silently through the streets of Iran. It is telling that the leaders of these governments fear the aspirations of their own people more than the power of any other nation. And it is the responsibility of all free people and free nations to make clear to these movements that hope and history are on their side

ON THE ROLE OF DIPLOMACY . . . the promotion of human rights cannot be about exhortation alone. At times, it must be coupled with painstaking diplomacy. I know that engagement with repressive regimes lacks the satisfying purity of indignation. But I also know that sanctions without outreach _V and condemnation without discussion _V can carry forward a crippling status quo. No repressive regime can move down a new path unless it has the choice of an open door.

ON CLIMATE

. . . the world must come together to confront climate change. There is little scientific dispute that if we do nothing, we will face more drought, famine and mass displacement that will fuel more conflict for decades. For this reason, it is not merely scientists and activists who call for swift and forceful action _V it is military leaders in my country and others who understand that our common security hangs in the balance.

ON DISTORTION OF RELIGION

Most dangerously, we see it in the way that religion is used to justify the murder of innocents by those who have distorted and defiled the great religion of Islam, and who attacked my country from Afghanistan.

. . . Such a warped view of religion is not just incompatible with the concept of peace, but the purpose of faith _V for the one rule that lies at the heart of every major religion is that we do unto others as we would have them do unto us.

Der Name stammt aus der walisischen Sprache und bedeutet übersetzt:

„Marienkirche in einer Mulde weißer Haseln in der Nähe eines schnellen Wirbels und in der Gegend der Thysiliokirche, die bei einer roten Höhle liegt“.

Oft wird der Ortsname mit Llanfair PG, Llanfair oder Llanfairpwllgwyngyll abgekürzt. Waliser sagen zum Dorf meist nur Llanfairpwll. Die Engländer hingegen nennen es schlicht Gogogoch.

Ein Schuhmacher hat sich im 19. Jahrhundert den Zungenbrecher ausgedacht, um das damalige Dorf für den Handel attraktiver zu machen und die Eisenbahngesellschaft dazu zu bewegen, an der Hauptstrecke London–Manchester–Holyhead einen Bahnhof einzurichten. Der ursprüngliche Name war lediglich Llanfair Pwllgwyngyll.

Mit 58 Buchstaben hat das Dorf den nunmehr längsten amtlichen Ortsnamen Europas. Mit dem Namen wurde die Ortschaft zum Touristenziel und zum bekanntesten Dorf in Wales. Im Ort gibt es einen restaurierten viktorianischen Bahnhof.

KABUL — An Afghan policeman opened fire on British soldiers in the volatile southern province of Helmand, killing five, British and Afghan authorities said Wednesday, raising concerns about discipline within the Afghan forces and possible infiltration by insurgents.

The incident came almost exactly a month after an Afghan policeman on patrol with U.S. soldiers opened fire on the Americans, killing two before fleeing.

Training and operating jointly with Afghan police and soldiers is key to NATO's strategy of dealing with the spreading Taliban-led insurgency and, ultimately, allowing international forces to leave Afghanistan.

Former Foreign Minister Abdullah Abdullah, who was the main challenger to President Hamid Karzai in Afghanistan's recent fraud-marred election, said the continuing violence showed the Karzai administration had failed to bring peace to the country despite assistance from international forces.

"As far as the presence of international forces in Afghanistan is concerned, eight years of golden opportunity we have missed. You were here. Your soldiers were here, and they have made sacrifices for bringing peace and stability to Afghanistan," Abdullah said during a news conference in Kabul.

"But eight years down the road we still need more troops. In the absence of a credible and reliable and legitimate partner, more soldiers, more resources" are needed, he said.

Presidential spokesman Humayun Hamidzada said it was an isolated attack.

"These are incidents that can happen anywhere. The crazy man who has done this has also attacked the Afghan police," he told the AP. "You can't use this isolated incident to say that there is a problem with the police force of Afghanistan. In the U.S., people shoot up people in a shopping mall. There are crazy people everywhere."

The five British soldiers were killed in Helmand's Nad-e-Ali district on Tuesday afternoon, Britain's Defense Ministry said, bringing the total number of British forces who have died in Afghanistan to 229.

Six other British soldiers and two Afghan policemen were wounded in the attack, NATO forces headquarters in Kabul said in a joint statement with the Interior Ministry. Britain has 9,000 troops in Afghanistan, the second largest force after the United States. Last month, British Prime Minister Gordon Brown announced plans to increase troop numbers in the country by about 500.

The soldiers had been mentoring Afghan national police and had been working and living in the police checkpoint, Lt. Col. David Wakefield, spokesman for the British forces, told Sky News.

"It is our initial understanding that an individual Afghan policeman possibly acting in conjunction with one other started firing inside the checkpoint before fleeing from the scene," he said.

A Helmand police official also said the attacker was a policeman.

NATO said the attacker's motives were unclear, and that the incident was being investigated by Afghan authorities and Britain's Royal Military Police.

The commander of international forces in Afghanistan, Gen. Stanley McChrystal, said he discussed the shooting with Interior Minister Mohammad Hanif Atmar, who "gave me his assurance that this incident will be fully and transparently investigated."

"We will not let this event deter our resolve to building a partnership with the Afghan National Security Forces to provide for Afghanistan's future," he said in the joint statement.

Atmar said the attack "appears to be an isolated incident that is being jointly investigated."

This is not the first time such an incident has occurred. Last year over a period of less than a month, Afghan policemen twice attacked American soldiers in the east of the country. In October 2008, a policeman threw a grenade and opened fire on a U.S. foot patrol, killing one soldier, while the previous month, an officer opened fire at a Paktia police station, killing a soldier and wounding three before he was fatally shot.

Peter Galbraith, the former top American official at the U.N. mission in Afghanistan who had called attention to fraud charges in the country's presidential election, told British radio that police training and recruiting had been "rushed" in Afghanistan.

"It is a terrible tragedy but it is, I won't quite say inevitable, but it is not surprising," he told BBC Radio 4.

"The process of police training and recruiting has been very rushed. Normally the police get an eight-week training course. That is actually very short and there isn't a lot of vetting of police before they are hired."

Such incidents are not unique to Afghanistan. They have also occurred in Iraq, where U.S. and coalition forces are engaged in a similar process of mentoring and training the Iraqi army and police.

In February, two Iraqi policeman opened fire at a police outpost in Mosul in northern Iraq, killing one American soldier and an interpreter and wounding three other U.S. soldiers. The shooting was the fourth attack in the region since late 2007 with suspected links to Iraqi security units.

In London, Brown extended his condolences to the soldiers' families.

"The death of five brave soldiers in a single incident is a terrible loss," he said. "They fought to make Afghanistan more secure, but above all to make Britain safer from the terrorism and extremism which continues to threaten us from the border areas of Afghanistan and Pakistan."

Brown insisted he remained committed to ensuring his country's troops had "the best possible support and equipment — and the right strategy, backed by our international partners, and by a new Afghan government ready to play its part in confronting the challenges Afghanistan faces."

Leipzig, 20 years after the fall of the wall. The former East Germany’s second city was at the heart of the popular movement that brought the curtain down on communism.

On successive Mondays in the autumn of 1989 its citizens defied the authorities, gathering in the streets to demand reforms.

The 9th October was a turning point in their campaign. 70,000 raised their voices, crying “freedom” and “Gorbi.”

Ahead of the rally a few thousand assembled in Christian Fuhrer’s church, to hear words of encouragement from the Protestant pastor who was at the forefront of the protest.

He recalls that many feared another Tienanmen Square.

“The Chinese response hovered over us like a terrifying fear, which is why on that day there were no children with us. One parent stayed at home with the children, the other went to the peace prayer and the demonstration. People did something amazing. The condensed the Sermon of the Mount by Jesus, which was a subject we looked at every Monday, they condensed it into two words: No violence,” he said.

Three weeks later their ranks had swollen to 300,000. The people of East Germany left the state’s new ruler, Egon Krenz, in no doubt as to what they wanted; liberty and democracy.

This was the inspiriation and the rallying cry of the New Forum group, which, along with the Protestant Church was in the vanguard of the campaign for change.

It was founded on the 10th September 1989, as the protest movement was gathering pace.

Its stated aim was simply to debate transforming East German society, but that was enough to earn a ban from the clearly unsettled authorities.

But their actions simply fuelled the fire and the protests grew.

The people seemed emboldened, and as the coming weeks showed they had become an irresistable force. Where the Prague Spring failed, the East German autumn succeeded.

Guido Westerwelle, the German liberal leader who is poised to become the country's new foreign minister, has led his Free Democratic party to its best result in 60 years, triumphantly returning the party to power after 11 years in the political wilderness.

The 47-year old from Bonn will become Germany's first openly homosexual vice-chancellor and could win more than the normal three cabinet positions traditionally reserved for the junior partner in a coalition government.

The FDP leader is best known at home for his espousal of Thatcherite economic reforms. But it is his position on Afghanistan that will make him the welcome face of Germany's foreign policy among the country's allies.

While Germany's deployment to Afghanistan has become increasingly unpopular, Mr Westerwelle has emerged as the most powerful and articulate proponent of sustained involvement in the war.

The Free Democrats' support for nuclear energy means that the country is likely to reverse an isolationist decision to mothball the industry within the decade.

A permanent tan and close fitting suits tailored to a well-preserved physique belie the scars accumulated in eight years as leader of Germany's third political force. As he celebrated victory on Sunday night, he reminded supporters of challenges of holding government office.

He said: "We are pleased with this exceptional result but we know that above all else, this means responsibility."

The 47-year old from Bonn does not disguise that his flamboyance has frequently endangered the credibility of the FDP, an economically liberal force that represents the interests of the urban middle class.

Mr Westerwelle had his official coming-out when he attended Angela Merkel's 50th birthday party in 2004 with his partner, businessman Michael Mronz, and has said he would like to have a family.

More controversially in Germany, he has appeared on Big Brother and painted the party's election goal of 18 per cent on the soles of his shoes in a widely ridiculed campaign stunt that cemented his foppish reputation.

But with the 11 years in the political wilderness finally at an end, Mr Westerwelle has a strong imperative not to succumb to the business as usual instincts of the German political class.

"Of course I made some mistakes when I was young but one grows older and wiser," he admitted earlier this year.

"But the Germans seem to see us positively - otherwise they wouldn't have given us one of the best results in our history at the last national election."

On the face of it, Germany's general election has delivered a clear mandate for economic reforms: neo-liberal but socially conservative, in favour of free markets and less regulation, hoping to boost the economy by lowering taxes.

This may be a surprise, given Germany's history of maintaining a highly regulated "social market economy," and the fact that its export-focused industry is suffering badly because of the market failure that has devastated industrialised economies the world over.

Pushing hard for reforms will be the junior party in Chancellor Angela Merkel's coalition, the liberal, self-proclaimed "pro-business" FDP. Boosted by strong election gains, its leaders say that they will force their business agenda into the pact that will outline the coalition's policies.

In contrast, Mrs Merkel's party, the Christian Democrats (CDU) and its Bavarian sister party CSU, lost votes, slumping to its worst showing at the polls in 60 years.

The liberals' election manifesto, however, is unlikely to survive contact with both Germany's economic situation and the realpolitik of coalition politics.

Chancellor Angela Merkel has been a cautious reformerThe state of Germany's public finances is dire. Already CDU politicians are warning their liberal partners-to-be that tax cuts are unaffordable right now.

Government spending is the other tough issue. Unemployment has been kept artificially low, with 1.4 million workers put on "Kurzarbeit" - where they work shorter hours while the government makes up some of the lost salary.

However, at many companies the arrangements for this salary subsidy are about to reach their statutory maximum duration. Unless the government is prepared to accept a sharp rise in unemployment, the FDP's neo-liberals will have to swallow their economic principles and accept more market-distorting state intervention.

Furthermore, the realities of German coalition building means that the FDP's political leverage will be fairly limited. FDP leader Guido Westerwelle firmly nailed his party's flag to the CDU mast...

Is Angela Merkel a reformer?

So what about Chancellor Merkel's ambitions? Four years ago, when the grand coalition got going, it pursued an ambitious agenda of economic reform. After a few early successes, it quickly got bogged down in squabbles over money and the protection of special interests.

Mrs Merkel, ever the seeker of consensus and campaigning on the promise of staking out the middle ground, did little to push reform...

Euskadi Ta Askatasuna or ETA (English: Basque Homeland and Freedom; pronounced [ˈɛːta]), is an armed Basque nationalist and separatist organization. Neda Salehi Agha Soltan - Martyr of Tehran

Her name was Neda Salehi Agha Soltan and she was a philosophy student. But the manner of her death has turned her into an instant, global symbol of the Iranian regime’s brutality.

This innocent woman aged 26 was shot in the chest during running battles between opposition protesters and Iranian security forces in Tehran on Saturday. Since then, a grainy, 40-second video showing her final moments, blood streaming from her nose and mouth as a man implores her not to die, has ricocheted around the world on YouTube, blogs and social networking sites.

Miss Soltan, whose first name means “voice”, has become a martyr for freedom, Iran’s equivalent of the student who defied China’s tanks in Tiananmen Square. Pictures of the “Angel of Iran” are being held aloft at demonstrations outside Iranian embassies around the world. Tribute sites have been set up on Facebook, and Twitter has been inundated with heart-rending messages.

“If an innocent girl gets shot halfway across the world, does she make a sound? Yes, the whole world hears her,” says one. “Angels aspire to be Neda. She is our leader, our martyr, our hero,” says another. “Your last breath was our first hope,” says another.

Iran’s state-controlled media has not mentioned Miss Soltan’s death, but she is becoming a potent icon for the opposition inside the Islamic Republic too.

The regime blocked a wake for her in Niloufar mosque in central Tehran yesterday lest it become a focal point for another massive demonstration. It halted a planned vigil for her in Haft-e Tir Square, with mourners walking through the square with candles.

It ensured that Miss Soltan, like other victims of the violence, was buried quickly and privately, surrounded by heavy security, in a cemetery in southern Tehran. “As things stand we are not allowed to hold any gatherings to remember Neda,” her fiancé, Caspian Makan, told BBC Persian TV.

Her poster has begun to appear on walls around the capital. There is even talk of trying to rename the street where she died. “People start weeping every time you mention her name,” one man told The Times.

The authenticity of the video, and the source of the bullet, cannot be verified independently but that hardly matters any more because millions of Iranians and hundreds of millions of others around the world firmly believe the story to be true.

Mr Makan said she had gone into central Tehran with her professor. She got out of their car when it became snarled in traffic and “that’s when she was shot dead”, he told the BBC Persian service.

Some reports say she was shot either by a Basij — an Islamic volunteer militiaman — as he passed on a motorbike, or by two plain-clothed Basiji.

Another account, posted on the internet by someone who claims to have witnessed her death, says that she was standing with her father in Kargar Street when she was shot by a Basij from a nearby roof.

“He had a clear shot at the girl and could not miss her,” the witness wrote. “However, he aimed straight at her heart. I am a doctor, so I rushed to try to save her. But the impact of the gunshot was so fierce that the bullet had blasted inside the victim’s chest, and she died in less than two minute ... Please let the world know.”

The video clip, apparently filmed with a mobile telephone, casts no light on who shot Miss Soltan, but it is deeply harrowing. It shows her sinking backwards to the ground as two men rush to her side. Her long black cloak falls open to reveal Western jeans and sneakers below. As the camera zooms in on her face her eyes roll sideways and she loses consciousness.

“Don’t be afraid, don’t be afraid, don’t be afraid, Neda dear, don’t be afraid,” says a white-haired man in a striped shirt, presumably her professor. Suddenly blood starts gushing from her nose and mouth. The voices become desperate.

“Neda stay with me, stay with me,” screams the man. Then the footage ends abruptly.

The bloody images could have a big impact on public opinion in Iran, where the idea of martyrdom resonates deeply among a population raised on stories of Shia Islam, a faith founded on the idea of self-sacrifice in the cause of justice.

“This is an image that will be burnt into the Iranian psyche,” one Iranian analyst said last night. “It will haunt the regime forever.”

The strength of response of European governments to the crisis in Tehran is a welcome — if surprising — step. It has been made possible by President Obama’s considered restraint, reversing the pattern of the past two decades when the US has talked tough to Iran while Germany and Italy, more than others, have protected their commercial ties with Iran.

The EU governments’ new tough talk will not change the outcome within Iran. That will depend on how much the followers of Mir Hossein Mousavi are prepared to risk, whether they can carry many in the military with them (so far not) and how much violence the regime is prepared to use in putting down the uproar. A lot, we should assume. The bloodiness of the 1979 revolution is one indication; so, explicitly, are the warnings by Supreme Leader Grand Ayatollah Ali Khamanei that he would hold Mousavi and others responsible for deaths and injuries by the security forces.

But in making its calculations the regime cannot ignore the international opprobrium and penalties that would follow a brutal crackdown — that is, one even worse than there has been already. Yesterday Italy said that it was willing to open its embassy in Tehran to wounded protesters in co-ordination with other European nations. Italy and Germany are Iran’s biggest EU trading partners. Italy’s move follows Sweden’s question to other European Union countries of whether they might jointly open their embassies to demonstrators, a discussion that has not yet gone far but sends a signal to Tehran about the strength of feeling across the EU.

Britain, inevitably, has come in for specially sharp attacks from Tehran after Gordon Brown’s condemnation of the handling of the election, on top of the deep-seated Iranian suspicion of British designs on the country. Britain and France, with the US, have argued for tougher sanctions against Iran for continuing with its nuclear programme.

WHO calls emergency swine flu meeting

Geneva. The World Health Organisation has called an emergency meeting of experts in Geneva today to discuss the continuing spread of the swine flu virus.

Earlier this week, it indicated it was on the verge of declaring the first global flu pandemic in more than 40 years.

The A(H1N1) strain, which emerged in April in Mexico and the US, has spread widely in places including Australia, Britain, Chile and Japan.

If the virus were to grip an area outside North America the WHO would be forced to move to phase 6 - signifying a full-blown pandemic - from the current phase 5 on the WHO's 6-level pandemic alert scale.

There have been 27,737 cases reported in 74 countries to date, including 141 deaths, according to the WHO's latest tally.

Keiji Fukuda, acting WHO assistant director-general, said yesterday that the organisation and 193 member states were working hard to prepare for a pandemic.

They are taking steps like developing vaccines and building up supplies of anti-viral drugs.

The meeting is due to get under way in the Swiss city at 11am Irish time.

Fresh outbreak in Germany

Authorities in Germany have confirmed 27 cases of the H1N1 virus at a school in the western city of Dusseldorf.

The cases, the most concentrated outbreak of the virus so far in the country, were detected at a Japanese school in the city yesterday.

The school has closed until next week and the infected children are now in quarantine...

Barroso asks for support for ambitious mandate

European Commission president calls for commitment from EU governments and MEPs after backing from Czech prime minister.

José Manuel Barroso has asked EU governments and MEPs to support an “ambitious political programme” for a second term as European Commission president.

This morning (9 June) Barroso met Jan Fischer, the prime minister of the Czech Republic, which currently holds the presidency of the EU. Fischer said that he would propose Barroso for a second mandate as Commission president during the summit that he will chair next week (18-19 June).

In a statement issued after the meeting, Barroso said that he was “honoured” to be asked.

But he added that his decision whether to accept a second term would depend on getting support from EU governments and MEPs. “This acceptance presupposes that the European Council and the European Parliament embrace the ambitious political programme that I will propose for Europe for the next five years,” he said.

Barroso said: “In times of crisis we need a strong European Commission and strong European Union. I believe we are not living in 'business as usual' times. We need ambition and European commitment.”

Waiting on Lisbon

EU leaders are to discuss the appointment of the next Commission president during the summit next week. France and Germany are arguing that there should only be an informal decision to back Barroso while a formal legal decision should be taken later, once the outcome of the Irish referendum on the Lisbon treaty is known. The Irish rejected the treaty last year and are planning to hold a second vote in the autumn...

Germany confirms 3 swine flu cases

BERLIN (AP) — Germany's national disease control center says it has confirmed three swine flu cases — making it the third country in Europe where the disease has surfaced.

The Robert Koch Institute says Wednesday the cases include a 22-year-old woman being treated for flu-like symptoms in a Hamburg hospital after returning from a visit to Mexico.

The other two cases are a man in his 30s being treated at a university in the southern city of Regensburg; and a 37-year-old woman from another southern town who recently traveled to Mexico.

Britain and Spain already have already confirmed cases of the disease, which was first detected in Mexico and has now been found in several other countries worldwide.

BERLIN (AP) — Germany has confirmed its first case of swine flu, becoming the third European country where the disease has surfaced, Bavaria's health ministry said Wednesday.

The disease was confirmed in a patient in the Regensburg area, north of Munich, the ministry said in a statement. It said the case was confirmed by the Robert Koch Institute, Germany's national disease control center.

Further details on the case were not immediately available. The ministry planned a news conference later Wednesday.

Britain and Spain have already confirmed cases of the disease, which was first detected in Mexico and has now been found in several other countries worldwide.

On Wednesday, New Zealand confirmed more cases, bringing its total to 14. All were responding well to treatment with antiviral drugs and were in voluntary quarantine at home, senior regional health official Dr. Julia Peters said.

New Zealand has 44 other possible cases, with tests under way.

In Australia, officials were testing more than 100 people with flu symptoms for possible swine flu. The new virus has been ruled out in at least 10 cases.

Health Minister Nicola Roxon said the government had stepped up the powers health authorities have to try to contain contagious diseases, as a precaution.

The new powers ranged from "using disinfectants on planes or at ports through to the far more extreme ... making sure that people are isolated and perhaps detained if they don't cooperate and are showing symptoms of this disease," Roxon told Australian Broadcasting Corp. radio on Wednesday.

In Mexico, more than 150 people are believed to have died from swine flu and thousands sickened. Around 100 cases have been confirmed worldwide, and the number is inching higher. Other countries reporting cases include the United States, Canada and Israel.

The World Health Organization has raised its alert level, but has not called for travel restrictions or border closures.

Catalan, Basque and Galician can now be used in the European Court of Justice

Luxembourg. There are quite a few articles on this in Spanish that pretty much say the same thing, so let's go with...this one.

Catalan, Basque and Galician can be used starting tomorrow (=27 April) in the European Court of Justice, based in Luxembourg...then it goes on about an administrative agreement that has made the usage of recognized regional languages in this way possible, and that Spain is the first country to utilize this. With this citizens can send correspondences to the court in any of Spain's official languages and receive a reply in the same language.

Catalan and Galician are both Romance languages so receiving and sending letters in those two should be a pretty easy matter (there was even a common Galician-Portuguese language in the Middle Ages), but Basque is completely different and would require relying entirely on Basque native speakers, since no one else would be able to manage the documents, and I imagine this would place a bit more burden on those handling the correspondences to be accurate. I would imagine for example that any correspondences coming in in Galician or Catalan could easily be looked over by someone that doesn't necessarily know the language as a mother tongue to get an idea what the subject is after which it would get forwarded to the person in charge, but Basque doesn't look like other European languages so letters in Basque would just go straight to the native speaker in charge. At least, that's the way I imagine it would work.

Saint Patrick's Day (Irish: Lá ’le Pádraig or Lá Fhéile Pádraig), colloquially St. Paddy's Day or Paddy's Day, is an annual feast day which celebrates Saint Patrick (circa AD 385–461), one of the patron saints of Ireland, and is generally celebrated on March 17.

The day is the national holiday of Ireland. It is a bank holiday in Northern Ireland and a public holiday in the Republic of Ireland and Montserrat. In Canada, Great Britain, Australia, the United States and New Zealand, it is widely celebrated but is not an official holiday.

It became a feast day in the Roman Catholic Church due to the influence of the Waterford-born Franciscan scholar Luke Wadding in the early part of the 17th century, and is a holy day of obligation for Roman Catholics in Ireland. The feast day usually falls during Lent; if it falls on a Friday of Lent (unless it is Good Friday), the obligation to abstain from eating meat can be lifted by the local bishop. The church calendar avoids the observance of saints' feasts during certain solemnities, moving the saint's day to a time outside those periods. Just "criminal psychopaths"!

A policeman has been murdered in Northern Ireland just 48 hours after two soldiers were shot by the Real IRA in Antrim.

The shooting happened on Monday night at Lismore Manor, Craigavon, County Armagh, at about 2145 GMT, police said.

Police were responding to a call for help from a distressed woman. Two police vehicles went to the scene.

As officers got out, shots were fired, one man was hit in the head and died later. He was married with children.

Chief Constable Sir Hugh Orde called it a "sad day" for Northern Ireland's force and said the gunmen were "criminal psychopaths".

"It reminds us that a small group of people determined to wreck what is a huge political progress are becoming more dangerous," he said.

Prime Minister Gordon Brown has condemned the murderers and insisted there would be "no return to the old days" in Northern Ireland.

Prime Minister Gordon Brown is visiting the army barracks in Northern Ireland where two soldiers were murdered by the Real IRA at the weekend.

Mr Brown is being accompanied by NI Chief Constable Sir Hugh Orde on his visit to the Massareene army base.

One of the two soldiers killed was from the West Midlands, the other was from the London area.

Four other people, including two pizza delivery men, one of whom is Polish, were injured in Saturday's attack.

The two young soldiers were the first to be murdered in NI in 12 years. Lance Bombardier Stephen Restorick was killed by an IRA sniper in 1997.

The dead men, both in their early 20s, were due to fly to Afghanistan in the hours after the attack.

Their relatives have been informed of their deaths, but no names are likely to be released today.

Of those who were injured, three are in a serious condition and another is said to be serious but stable in hospital.

The two injured delivery drivers are a 19-year-old local man and a Polish man in his early 30s.

The Polish man's partner and 16-month-old son live in Antrim. Other members of his family are expected to fly into Northern Ireland today.

Jerome Mullan, the honorary Polish consul in Northern Ireland, said: "He was just here earning a living and now he finds himself caught up in this shocking, disgraceful business."

The attack has forced a review of security at police and military bases in Northern Ireland.

Whitehall officials say MI5 has been increasing its resources devoted to counter-terrorism in Northern Ireland.

Police have been examining a car in Randalstown, five miles from the army base, which they suspect may have been used by the gunmen.

The Real IRA was born out of a split in the mainstream Provisional IRA in October 1997.

It carried out Northern Ireland's worst atrocity when it bombed the County Tyrone town of Omagh, killing 29 people, in August 1998.

The chief constable of the Police Service of Northern Ireland has said he did not believe the attack was a response to him deploying special forces soldiers to gather intelligence on dissident activity.

He added he had no plans to deploy additional military personnel.

"The police deliver policing in Northern Ireland, and that is exactly how it is going to stay," he said.

Sinn Fein President Gerry Adams said the murders were "an attack on the peace process".

It was wrong. It was counter-productive.

"My thoughts are with the families of the two men who were killed and who were injured," he said.

"And you might take some succour from the fact that whoever was involved, they have no support, and no strategy, and no popular will to back up their actions."

Northern Ireland's First Minister and Democratic Unionist Party leader Peter Robinson offered his sympathies to the families of the victims, and said he and the Deputy First Minister Martin McGuinness would postpone a scheduled trip to the United States.

Mr Robinson said the attack was a "terrible reminder of the events of the past".

He said information that those responsible had "deliberately turned their weapons on civilians" after murdering the soldiers gave an "idea of the crazed gunmen involved in this".

"It is the duty of everyone to ensure these people are defeated," he said.

Terry Spence, the general secretary of the Police Federation, said all politicians must present a united front in the fight against terrorism.

"They must provide the police with information as to those who are committing these crimes from within their communities," he said.

"Whenever they deliver on that, then Northern Ireland will be a safer place for everyone."

A spokesman for the US Department of State offered condolences to the families of the soldiers.

Jutta Limbach, ehemalige Präsidentin des Bundesverfassungsgerichts und des Goethe-Instituts, warb in der EU-Hauptstadt für einen selbstbewussteren Umgang mit der deutschen Sprache. Mit Jutta Limbach sprach unsere Korrespondentin Katrin Teschner.

Der EU gehen die deutschsprachigen Dolmetscher aus, auf den Fluren der Institutionen wird meist nur Englisch geredet – muss uns um die Zukunft des Deutschen bange sein?

Deutsch hat neben Englisch und Französisch eine privilegierte Stellung in der EU, weil es zu den internen Arbeitssprachen zählt. Doch wir müssen von diesem Privileg auch Gebrauch machen. Allzu leicht weichen deutsche Diplomaten, Politiker oder Beamte in Verhandlungen aufs Englische aus, auch wenn Dolmetscher zur Stelle sind.

Franzosen haben ein viel selbstbewussteres Verhältnis zu ihrer Sprache. Warum tun wir uns so schwer?

Wir lieben unsere Sprache, aber wir haben nicht den schönen Stolz der Franzosen. Was unsere Nachbarn dürfen, nämlich "La Grande Nation" spielen, steht uns wegen unserer Vergangenheit nicht gut an. Gleichwohl ist es legitim, das Lehren der deutschen Sprache zu einem vorrangigen Ziel der auswärtigen Kultur- und Bildungsarbeit zu machen.

Warum ist es so wichtig, das Deutsche in der EU zu stärken, wenn doch alle gut mit Englisch zurechtkommen?

Jeder Beruf, der als Arbeitssprache exklusiv Englisch spricht und schreibt, trägt zum Verkümmern der jeweiligen Muttersprache bei. Wenn etwa in wichtigen Tätigkeitsfeldern Englisch ausschließlich benutzt wird, dann sinken alle anderen Sprachen zu einer Provinzsprache ab, die mangels einer fortgebildeten Terminologie modernen Ansprüchen nicht mehr genügen kann.

Was raten Sie zu tun?

Wir müssen unsere Sprache pflegen. Die Europäer müssen in jeder Veranstaltung darauf bestehen, dass Simultandolmetscher in andere Sprachen übersetzen. Gleichzeitig müssen wir auch die Mehrsprachigkeit fördern. Deutschland ist mit seinen 14 Sprachnachbarn ein Transit- und Austauschgebiet par excellence.

EU tensions amid financial crisis

The four leaders representing the EU in the G20 differ on financial tactics

The British press has been noting with satisfaction that Prime Minister Gordon Brown is the first European leader to be invited to see US President Barack Obama.

However, to the question often asked in Europe when a new administration takes office - "Who's first?"- the answer in Washington is often "Who cares?"

The fact is that in the current global financial crisis, it is substance not style that matters.

It is not who is first but who is strongest.

And when it comes to substance, Britain counts for a good deal less than some other players - notably the EU as a whole, in which Germany above all has the key role, and China.

It is quite natural that Mr Brown should go to Washington first. Britain is chairing a summit of G20 countries in London on 2 April, so transatlantic positions have to be discussed in advance.

Beyond that, Britain is providing by far the largest number of troops after the US in Afghanistan - and President Obama has made the pacification of Afghanistan a key foreign policy objective.

It would be pointless from his point of view to offer a petty snub to Britain over who gets the first invitation.

Role of EU

The more important issue for the Americans and the rest of the world is the position of the European Union in the face of the global crisis.

And here we find a very mixed picture, with EU leaders only just beginning to get their act together after a tense few months of rivalry, confused analyses and conflicting policies.

"Europe, like everyone, was taken by surprise at the speed of the collapse and lots of mistakes were made," says Peter Ludlow, a veteran Brussels observer who is chairman of the European Strategy Forum, a group of experts brought together in response to the financial meltdown.

"Germany, the most important member state, was hesitant and cautious about spending being the way out, but the real trouble was caused by Britain's unilateralism and the disastrous handling of the end of 2008 by President Sarkozy and Commission President Barroso.

"Sarkozy got too big for his boots. He taunted, baited and ridiculed Chancellor Merkel and went off to London to see Gordon Brown, whom the Germans despised as the architect of a disaster from which he was now claiming to save the world. Merkel was not invited."

"Brown responded to the crisis with a reckless commitment to expenditure and an effective devaluation which is a beggar-your-neighbour policy," Mr Ludlow says, referring to the 15% fall of the pound against the euro since October.

"There was no basis for a coherent EU position," he adds.

New picture

Only now is a new picture emerging, Mr Ludlow notes.

"The Germans have concluded that a stimulus is required, and the old Franco-German axis came into play at the Berlin summit last weekend at which tighter regulation of the financial markets was agreed.

"This will not help the City of London and tensions remain. London is on the edge of the picture and the EU position for G20 is very much a continental one. The lesson is that Germany must be fully involved.

"Britain and France do not have that kind of power these days. The EU also cannot rely on the transatlantic dialogue alone. It has to talk directly to China and Japan.

"This will all leave the world a different place."

It is not only Brussels insiders who are urging the EU to get its act together.

German relations

The Times of London said in an editorial: "Europe is beset by bickering now, when it most needs strong, co-ordinated leadership... EU leaders, and especially Britain, need to strengthen ties with Germany."

The British government does not accept that it was wrong to go for a stimulus early on, arguing that others have come round and that, far from being isolated within the EU, Mr Brown is providing an example.

Mr Brown himself chose to stress another result from the Berlin meeting and one that will feature at the London summit - EU support for an enlarged $500bn (£345bn; 390bn euros) IMF fund to help struggling countries through recession.

After the Berlin talks, Czech Prime Minister Mirek Topolanek indicated to an AFP reporter on his plane home that disagreements within the EU remain.

"If I put it very tenderly, the divergence in opinions was rather big," he is quoted as saying.

"It was obvious that the four countries representing the EU in the G20 [Britain, France, Germany and Italy] do not have the same opinion on a number of issues."

Brussels looks at Europe-wide bank regulation

The City would be subject to ultimate oversight by a new European body chaired and managed by the European Central Bank under controversial new proposals put forward yesterday.

But a high-level Brussels group headed by Jacques de Larosière, a former IMF managing director, stopped short of proposing a single EU financial sector regulator as it would have been shot down by the 27 governments, including Britain. The proposed systemic risk council (ESRC), designed to issue early warning signals on risk to Europe's financial stability, would sit at the top of a regulatory pyramid or European System of Financial Supervision that would be operational from 2011.

But the eight-strong group, including Callum McCarthy, the former FSA chairman, faces opposition to its proposals even though de Larosière said they would be tailored to avoid being "unrealistic.".

He insisted that the proposed ESRC, comprising all ECB governing council members and other central bankers, would ascribe a critically important role to the Bank of England. "When there's a serious problem detected, London, the Bank of England and the FSA, will be much more central than in the past," he said.

"Far from weakening the City this model will put it at the heart of the system. I don't see any exclusion of the City. It's not in the interests of the City, which must be submitted to greater regulation, that we repeat the mistakes of the past."

Google backs Europe case against Microsoft browser

MOUNTAIN VIEW, Calif. (AP) — Google Inc. wants to help European regulators prove Microsoft Corp. has stifled competition and innovation by bundling its popular Web browser with the Windows operating system.

The decision to back the European Commission, announced Tuesday, isn't a surprise because Google wants to lessen the dominance of Microsoft's Internet Explorer with a competing Web browser called Chrome.

However, Google's involvement in the European Commission proceedings figures to inject more bad blood between the two rivals. Microsoft intensified the rancor last year by spearheading a successful campaign to scuttle a proposed online advertising partnership between Google and Yahoo Inc.
